Use of ALT text as a replacement for IMG

With images disabled, Opera renders the contents of the ALT attribute as expected, instead of the image. Some browsers show the ALT text whether or not images are disabled. That should be the function of the TITLE attribute, and has caused some confusion on the part of developers. The ALT attribute is an alternative to images, and is not supposed to be displayed when an image is loaded successfully.

An excellent reference article is Alan Flavell's Use of ALT text in IMGs.
