To access local files, just type the path of the directory you want to browse into the address bar.
To start browsing the files on the hard disk, type c:, or whatever drive you'd like to access.
To start browsing at the root of the file system, just type / (a slash) into the address bar. You can of course also start in other locations. On many Linux systems, you can type, for example, /home/fred, to get to the home directory of the user fred.
